This is a great 'ethnic' casserole. I love the combination of celery, onions, and especially the water chestnuts in this. Very simple to make and very good!
Brown celery and onion in skillet. Mix with other ingredients; add browned meat. Bake in casserole for 1 hour at 350 degrees F.
