Circuit Breaker Won't Turn Back On?

I have turned off two breakers in my apartment to turn up my water heater. I turn off the water heater and the living room breaker because the water heater is partially in the living room area and I wanted to be safe. After I turn the heater up one tab I put the panel back on and then went to turn the breakers back on. The water heater breaker flipped back on, but not the living room breaker.

If you try to push it to on it flips back to off. I made sure it was flipped fully off then tried to flip it on and it flipped right off again. I unplugged everything and tried it still nothing and then I flipped off all the other breakers to just flipped that one and nothing. What's wrong it it? Is the breaker blow or what?
