A brand new circuit breaker in my addition pops constantly. The electrician changed the breaker and it still does it. What should I ask them to look for? The addition contains a ceiling fan that is constantly hot, and four outlets (one exterior). The interior outlets have a electric fireplace, TV hooked to a power strip, a Christmas tree, and an invisible dog fence hooked to a regular outlet.

If its brand new and not working, the breaker itself could be faulty. Contact the installer. It should be replaced.
It sounds like there is an issue with either the wiring, ceiling fan, outlets, or dog fence? Circuit breakers trip when overloaded, or it detects a short somewhere. Unplug everything that runs off of circuit, turn breaker on, plug stuff back in one by one, if you plug something back in and the circuit pops, that tells you that plug or appliance is where the problem is.
Ask the electrician who fixed it originally.He should fix at no cost.
