What causes rust to come from the rinse agent dispenser on a dishwasher? It's a new dishwasher and I was using vinegar in the rinse agent hole, but have noticed rust coming from it.

Rinse agent dispensers are made to dispense a rinse agent, not vinegar. Vinegar on metal tends to encourage rust. The inside of this dispenser may not have been coated with plastic, and so you may have damaged it.
Since it is new I would go back to the place of purchase and see what they have to say. If they try to ignore you keep after them until they make it good.
