There are several different types of 'curlers' so we may not answer correctly for your curler type.
This problem usually happens more often when curlers are used with long hair. It is a constant chore to keep the hairs removed after each use but that is when it is the easiest job.
When loaded with hair you will have to cut the hair either with small scissors or small knife and cut in at least 2-3 places down the curler. It is best to just pull the hairs off the curlers and place in trash as even putting curlers in water only makes hair cling to the curler.
I found the first answer to this problem years ago on ThriftyFun . it had something to do with putting a large bath towel in with the curlers and then the hair comes off in the towel.. just wasnt sure if it also called for soap or something else. Thrifty fun has always been my go to for anything. My hair is falling out big time and isnt easy to take off the curlers.

I'm not sure about the hair coming off in a towel if this is long hair trapped in your curlers as the hair follicles are very strong and usually have to be unwound or cut.

You are most likely have velcro rollers (it is really difficult to remove hair from them). I doubt they can be cleaned in a washing machine with towels, maybe just a little. You will have to manually pull the hairs out, but first mix 1/3 ounce gentle shampoos in two cups of warm water and soak rollers for 15 minutes.
I would not do that. The hair could clog up the drains. If you have to, manually pull the hair out. Cutting the hair with a small scissors makes the job easier.
