Swiffer dusters worked wonderfully on my metal blinds. Engage a teenager to help with this chore.
Scene One: With the blinds fully opened, slide the duster along each and every blind - one at a time. Time spent: 10 minutes
Scene Two: With the blinds fully closed, sweep the Swiffer duster over the entire shade. Time spent: 1 minute

After dusting the blinds on your windows, wipe each slat with a fabric-softener sheet. This will help keep them stay cleaner longer because the sheet helps to repel dust. Good luck.
I have used Capture Carpet Cleaner (bought at Sears) on almost everything. The powder that is sprinkled on after the wet spray lifts up the stains to be brushed or vacuumed away.
If you don't mind the expense, Chandelier cleaner works like a charm. Put a layer of paper towels at the bottom for drips. Wipe off with a paper towel. Any spray that gets on the window also cleans the window.
I wouldn't put the Chandelier cleaner on linen blinds. It works on hard blinds.

Are you sure you can't remove them from the window? First cover the floor with a dollar store shower curtain, then use foam-on carpet & upholstery cleaner then after it dries, vacuum with a canister or hand-held vacuum. Read direction on the can.
If you can remove them, hang blinds up on a clothes line or place a dollar store shower curtain over a fence then put blinds over the shower curtain, Then put straight ammonia or Simple Green in a well-marked spray bottle & spray this on, then wait half an hour & hose off. This is how I cleaned my linen blinds (with simple green) but ammonia works better for nicotine & smoke. Another good cleaner is scrubbing bubbles bathroom cleaner or the dollar store equivalent. But Ammonia requires less rinsing (do not use sudsy ammonia!).

I am pretty sure I saw the oxyclean guy dip them in a tub of oxclean solution. However, I would be careful leaving them in too long and making sure to rinse thoroughly as it can bleach out colors given a strong enough solution and enough time.
