I purchased a white PVC bathmat with suction cups for inside my tub. In the past, I have cleaned these successfully either in the washing machine or by hand with bleach or a bathroom spray cleaner with bleach. However, the directions on this one say "DO NOT BLEACH" which results in the PVC getting permanently sticky. What can I use to clean this mat and remove mildew, mold, etc.?

Bathroom mats made with PVC are breeding ground for harmful pathogens and bacteria if you will not wash them frequently. Although it prevents falls and slips in the bathroom, it can pose a serious health risk if you will neglect good cleaning them. Thoroughly cleaning it will help avoid bacterial colonies from thriving on the mat.
As an alternative to bleach, make a solution of 1 cup (240 ml) of white vinegar and 1 cup (240 ml) of water and use it to scrub the mat.
Or, fill the tub or basin with equal parts vinegar and water and allow the mat to soak.
Clean your PVC bath mat every two or three weeks using vinegar solution.
You also need to replace the bath mat once a year.
I would fill the tub just enough to cover the mat, then add about 4 cups of white distilled vinegar. Let soak for an hour, then sprinkle baking soda over the mat. It will foam and bubble for awhile. When it stops, scrub well with a scrub brush. Then rinse, and hang to drip-dry. The suction cups on the under side are perfect for sticking the mat to the wall of a tub surround, so it can completely dry. Repeat every two weeks...at least.
I might try brushing with Dawn antibacterial dishwashing liquid and hot water. Good luck!
You could use baking soda and water or a magic eraser.
I use simple green. Works great. Even use it on clothes
10 drops of tea tree oil can kill mold and mildew.
Place your bath mat in a washing machine, along with the 2 towels. Add regular detergent, a cup of baking soda and tea tree oil.
