Vinegar and baking soda are great for cleaning rubber/plastics. They foam up and make their own scrubbing bubbles so to speak. If you can get it sit for an hour or so before rinsing off, it works better. For heavy stains, lay down a thin layer of salt, then baking soda, then vinegar. Using a soft brush with the salt helps with nasty stains. Just scrub gently so as not to tear it.
Use diluted bleach and a pool brush.
pool cleaning products are often harsh and bleach based so I don't see why bleach would not do
