My mother was owed tens of thousands of dollars in child support. This was between 25 to 35 years ago. Back then in Philadelphia there was no enforcement. My father was murdered about 10 years ago and would have been about 75 today. Can my mother collect anything from Social Security or any back pay? They were married 20 years.

Only the Social Security Administration can answer your questions. You can find some information via their website but should have all of your questions answered by visiting their local office.
Your social security office will have information we don't have, so you will need to contact them. I do think your mother should be eligible for something because of the duration of their marriage.
The SS office is the only place to go for answers to your question.
Your mother will have to ask these questions in person.
Back child support will not matter to the SS office as this is not their department.
Also, they are the only people who can tell if your father paid sufficient SS quarters for anyone to receive benefits and the amount of benefit (if any) that can/will be paid to your mother.
Also, a claim has to be filed before anything can be determined and no back payments are paid before the date of filing.
