You can use it as long as it is clean. So no pesticides, no animal waste, no other chemicals, and the baling wire is not included. Happy gardening!
I agree that straw should not be mixed with carnivorous animals wastes but otherwise farmers from all times an all countries used to make a pile in the middle of the yard of the farm of what was not yet called "compost" but just manure. It was 100 % made of the litters of their animals : horses, cows, sheep, hens, rabbits, pigs etc, and of course it was straw mixed with animals wastes and it was at the time the only fertilizer they could use.
Yes, it is OK to add to the compost pile, as long as pesticides were not applied.
