I don't, but I do shock them with cold water. So the noodle stays the texture I perfer
I only cook a couple of minutes and do not dry afterwards.

I'm assuming you are asking about whether to dry store bought pasta after it has finished cooking.

Or do you want to dry them for some other reason?
So I want to make chow mein, do i wait for or it to completely dry or straight after draining
Straining your noodles of the water is usually recommended when noodles are cooked. This is used with a strainer or as much water pour off as you can if strainer is not available.
