I guess that I'm partial to witches and princesses, but western and a bike? I've seen younger kids use the wooden stick ponies so you might strap this type of horse's head to the bike handlebars.

Cowgirl outfits are always neat - add fringe (even paper fringe) to a skirt or jeans and the bottom of a top/shirt. Toy guns may fit this type of costume. They sell paper western hats at the party supply stores, craft stores and online. I would suggest visiting the party supply stores and craft stores to see what is available - good places to get ideas. The big box stores - Walmart, Target, Big Lots, etc. have large sections of accessories.
You have to sketch out the shape of a horse head, tail and leg and cut out the templates:

2 pieces for the horse head, 2 pieces for the legs, 2 pieces for the tail. Then you have to place the two pieces of cardboard templates of each part on either side of the bike and connect them together using Makedo Re-pins and Re-clips (connect the head parts in the nose). Add bottle lids as eyes, the mane made from diagonally cut toilet pipe rolls and a bridle made from ribbon.
Most likely there will be a lot of horse bicycles at the parade. I think you need to make an unusual horse bicycle, for example Hybrid horse bicycle using a big stuffed horse:
