The type of cover you show in the picture is approved for microwave use but it is still plastic. Food critics say these are safe as long as they do not touch food and as long as they are not damaged (cracked). I just prefer to not take a chance even if it is just 'steaming' food.
There are alternatives but some that you see suggested online can be dangerous if not handled properly but accidents do happen.
I have found that for me, a plate does not work because I'm always looking for the right size and these plates get very hot and are difficult to remove properly without using gloves/pot holders; I always use gloves but not everyone does - even then it's difficult for me to keep the steam going away from me. I also like to use a cover with a vent.
I use a 'bacon tray' to rest my bowls on and then use a glass dome cover that has a handle on top. Both of these work well for me and no plastic around food. The food safety board says the bacon tray is safe for bacon but I only use it as under my bowls so then I can remove my food by holding handles on trays.
But - nothing is really safe without being extra attentive when dealing with hot containers/food. Even with this tray I add a paper towel as some bowls have a tendency to want to slide a little.

There are certain plastic covers that totally are microwave safe and can be used in your microwave. There are other plastics that should not be used in a microwave and it is not safe for your food or even for you to use this. It is possible that you cover your lemon in the microwave and steam the lemon there if you purchase or use a safe microwave cover to fit over the top of the bowl you are using. Glass bowls are a good bowl to use in the microwave and they are safe for you to use.
I have stopped using plastics in the microwave because of health issues (they are--in my opinion--toxic when heated and leach bad stuff into the food)--so I am probably the wrong person to ask.
You can "steam" with two glass bowls inverted and a little water or a glass bowl and a plate on top of it. Just be VERY, VERY careful as glass can get hot--so use mitts or a towel when removing. Also, you can get burned from the steam, so be aware of that and be careful also!
In short, it's not the best idea due to chemical releases. Try to use ceramics and glass items.
If you are going to use plastic in your microwave, please make sure it is a microwave safe cover. In other types of plastics may melt and be more harmful with burns, and chemicals from not approved products.
