The small answer would be the spring. The larger is you may need a solenoid switch. The solenoid job is to connect the battery to the starter motor and crank engine!
If you are hearing some noise in the starter the starter needs to be rebuilt. There are some gears in the starter and it sounds like they are breaking off or already broken. Starters for these mowers are not expensive and I would suggest that you get a new one and put it in.
The model number you have pictured does not appear to be to your mower (starter number?) so most likely you'll need your mower serial number to buy parts other than a starter.

There could be a number of reasons your mower turns over but will not crank so check some basics before spending money on parts you may not need.
Here is a check list to start:
"1.) Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten.
2.) Dirty Air Filter: Clean or replace.
3.) Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas. If this doesn't work, you might need a new fuel filter."

A very easy way to find out what might be your problem is to visit a local auto parts store and explain your problem. I feel sure they will have some ideas and you might want to purchase a can of starter fluid just in case that's all you need.
If you have not replaced your spark plug, air filter and gas filter lately then most likely you will need new ones no matter what else is wrong with your mower.
