I have a 2006 13.5 horsepower Craftsman riding mower. I have replaced the solenoid and put in a new starter and fuse. When I turn the key it just makes a rapid clicking sound as if it was B4. I changed out the starter and solenoid.

There is a switch under the seat that is a safety switch. The mower wont operate unless someone is sitting on it. Yours may be disabled or broken.
If you've changed all that out, clean and test the battery as you may need a new one.
