Creating a Seawaves on an Umbrella?

I am covering an umbrella with blue material for the sea. How do I create the look of waves? It is a pirate theme.

Use a slightly darker shade of blue cloth and cut wave shapes, then glue them on with Aleen's OK To Wash It Adhesive. Cut them in groups of 2 or three and place them on randomly. Then do the same with a bit of white material. The sun reflecting off the water makes white sparks, like fireworks.
Then add your other pirate themed items.
