I am looking for the pattern for a crochet bag lady (holds plastic grocery bags). She has a hat, a face with eyes, nose, mouth, she also has upper body and arms, and her skirt holds the bags. Everything is crochet.

Try freecrochetpatterns.com. The name of this one is "hide a bag" under kitchen accessories. No hat but you can add one.
There is one that is a cat. "Baggy Cat" . Dress, apron, bags are stored inside her wide skirt. Of course, the head is a cat's head.
