Can I cut a raw 18lb prime rib into two pieces in order to freeze? How will that effect cooking of either half of the prime rib roast?

You could do that, but it would be better, in my opinion, to cut them down to 1-2 lb each.

If you leave it in 9 lb chunks it is critical to use a meat thermometer.
For smaller pieces, a cut to the thickest center will tell you doneness.

Most people's freezers can't handle such a large piece of meat, therefore, it makes sense that you should be able to cut it with no problems
IN general it is always a good idea to cut things down to servable sizes (IE 1 or 2 lbs) so that you can wrap them properly to avoid freezer burn and so that you can thaw only what you need, and to make it easier in cooking time
Normally this isn't an issue and many people do this because the piece is so large. You will just need to regulate your cooking time when it is time to cook the pieces. Normally a meat thermometer will do the trick.
