How can I create a stone-effect on a black plastic water-tank cheaply and easily? I don't want to have to buy too many extra materials.

There is a spray paint that has a stone finish - just spray & there you are.
Or you could paint with a darker paint, then spatter with lighter (that's a theatrical stone technique...)
