You should discard, or deadhead, spent blooms on roses so the plant doesn't expend any more energy on them. When you deadhead, the plant will use its energy to make more blooms, and larger blooms.
The best place to cut is right above a 5-leaf cluster.
You should deadhead the blossoms on a regular basis, all season long.
