I bought this teapot at a market stall. It has Lewbury Melb. on the base and I know it's from Tilbury and Lewis. I think the handle and black base might be Bakelite? I did the sterling silver test with a magnet and did not stick and it's quite heavy. There are no other marks on it. I am wondering if it is sterling silver or not, and would it be art deco era?

If the pot was actually stealing silver there should be a silver mark on the bottom of this item. This is more than likely silver plated which does not have much of a value at all. Everything the company makes now is more modern and yes this could be considered art deco in some cases.
Your piece looks like pewter.
You could confirm that by taking it to a jewelry store or store that buys scrap silver and have them to either the scratch test or more advanced stores have a device to test without scratching.
It does look deco era. The handle looks like wood. If it was Bakelite, you can rub it between your fingers and if it gets warm and smells bad it could be Bakelite. Wood with stay cool, no smell.
