Combine first 8 ingredients in large bowl. Shape into meatballs, and roll in flour. Brown in hot oil in skillet over medium heat. Remove from heat and drain off fat. Arrange meatballs around side of skillet. Combine tomato soup and 3/4 cup milk in medium bowl, and mix well. Add vegetables and soup mixture to center of skillet. Simmer, covered, for 10 minutes.
