Wi-Fi Assist on your iPhone will detect a slow network, and automatically switch to cellular data. You will never know this is happening because the phone will not alert you.
The way to avoid big phone bills and overage charges is to disable this feature, which comes enabled when you buy the phone. Go to Settings, open the Cellular Menu, scroll down to the bottom and disable Wi-Fi assist.

You are right! Also another thing to do with a smart phone is turn off your data. We have internet/wifi at home so I always make sure my data is off when out and about. If I need it I turn it on like before going into Subway to redeem the offer and when done turn data back off. Of course cell service providers don't offer these usful tips!
