Yes, and there is a tester that you can buy to test them for outage . This link does troubleshooting and answers questions by giving your email info.

Most of the older consoles use tubes and each tube usually will cost over $40 to replace.
If unit is not working you can check tubes as a bad tube will usually be black but tubes can be loose or bad wiring can also cause tube problems.
There are several companies that sell tubes/parts for GE stereos but this one seems to have a very good reputation and their site offers a lot of different information.

Here is one of many places in the US that still repair and refurbish the old consoles.
I would think they would be able to tell you what you need to know and get you what you need.
