It could be. You would have to read the label. Some brands are vegan.
What brands are you looking at? All the major brands have customer services numbers and will give you a complete explanation of the ingredients. I know people who have serious food and dye allergies and have to call every company for every new product they want to try, like make up, soap, powder etc.
If you have any doubt look for products that are locally made and are guaranteed to be vegan.

I would specifically look for cruelty-free and vegan products if you are trying to avoid animal ingredients in the cosmetics you purchase.

As a general rule most cosmetics contain some sort of animal fat.
Vegan products may be the only products that are supposed to be animal fat free. Generally, vegan products are more costly than regular products.
If a product has "stearic acid" it will usually contain animal fat (although stearic acid can be made from natural products but more costly to make).
You can make your own lip gloss: (I have never made this.)
Melt about 3 parts Vaseline and one part paraffin wax over hot water.
