A change in your dogs skin should be examined by a vet. Please dont diagnose this yourself.

Please have the vet check it out. Does your vet do tele-medicine? For patients with established relationships they will often allow pet parents to send photos or do a quick skype to get a look to see if it is something that can be treated at home or if you need to bring them in.
If they don't do tele-medicine, best just to take him in. This time of year it could be anything from a plain old cut to a tick to something more serious like a cyst or tumor.
