According to Cesar Millan of Dog WHisperer, you CAN train your dog to feel secure enough an happy enough that he stops these behaviours.
His main two ingredients for a balanced dog who does not do this are
1 exercise (this means walk him a lot, till he's pretty tired)
2 discipline (in a firm but kind voice have him understand that his behaviour is not acceptable)
just by telling him NO firmly without getting upset or without babying him too much he will calm down and learn to be different.
Ignoring unacceptable behavior stops it quickly. Reward good behavior.
