Put ads in Freecycle, Craigslist, letgo and OfferUp. You will have plenty of takers.
Churches often take fabric donations for quilting groups, but some are fussy meaning the only want cotton or larger pieces.

You can search Google for donating fabric with your zip code and you may find some specific charities that would welcome your fabrics.
When placing an ad on Free-cycle, Craigslist, etc you will probably receive a lot of calls but most will be from people who wish to sell the fabric (for personal profit) so be sure you are okay with this before placing the ads.
Most quilting centers will want cotton but some will accept other fabrics and some of these will be not for profit organizations. You can find those on Google also.
Most church thrift stores as well as Habitat Stores and Hospice Shops like to receive nice fabric and this type of donation would usually be going to help people in different areas of need.
