This old Brother Charger 651 sewing machine we bought at auction as a machine for the heavier work, seems to have issues with tension, so we are looking for an owner's manual and/or a service manual.

Brothers usually will not discuss any type of repairs and they do not have manuals (or state they do not have anything for older models) and will only give you the location of the nearest Brothers store/shop.
I'm not sure but you may be able to gleam information from this diagram.

I have found that even if I can't find my exact item, I can find something very similar and it will get me in the right track.
I have fixed my vacuum cleaner with YouTube videos (it is over 30 years old and still going) and just a few weeks ago, hubby and I unjammed the string in our weed wacker with a video. With that one we could not find our make and model, but one of the same brand had the same string set up and we used that. It took a few videos to find one that was helpful, but I was determined we were going to fix it and we did!
I am a big fan of repairs by YouTube!!
