I own a vintage Tippee Toes vinyl and plastic doll. It was stored in its box all of these years and never removed from the box. I removed her and she is very dusty. When I dust her, the dust immediately reappears as if the doll is shedding. Please advise and please let me know why my doll is always dusty. The dust appears reddish also. The dust is only on the vinyl parts. The plastic parts are fine.

Your doll is not dusty. The rubber is disintegrating and flaking off. It could happen if it was stored in an area that gets very hot or cold.
I have read several suggestions on different sites but mostly the suggestions seem to be to wipe the vinyl parts with warm water that has a few drops of dawn dish soap added. Then wipe with a clean damp cloth.
I do not have experience with this type of cleaning so my suggestion would be to join this doll forum and ask your questions. These members seem to have expert knowledge in all things about vintage dolls.
