The answer to your question is - yes - you can safely eat mackerel in brine straight out of the can. But - maybe you might want to taste it and see if it is too salty for your taste. Tinned/canned Mackerel now comes in several different sauces so maybe you might want to try a different taste next time you purchase these. They are rated very high nutritionally so try to find a taste you like.

Yes, but it may be a little salty. I would rinse off the brine.
It's ready to cook, but I prefer to warm it up and drain it.

In Tahiti many people make a salad out of mackerel. They use lime juice on the salad for a salad dressing. While other people take the mackerel and add coconut milk to the mackerel and eat this with rice.
