Effusion Oil Recipe?

I found a site www.ehow.com/how_4451340_make-alcohol-based-fragrance...: Open 16-ounce bottle of isopropyl alcohol, pour out a half-ounce of the alcohol to allow room for the water. Add 1/2 ounce of distilled water. Add a teaspoon of essential oil or a combination of oils per 1-ounce bottle. Close the bottle and gently shake the ingredients together to mix them. Remove the lid and smell the mixture. If it's not strong enough, add a couple more drops of oil. Different brands of essential oils have different strengths.
