We live in an apartment. I was in the shower and got a nice jolt of electricity it hurt and it was when I touched the shower head. I got out and got my touch tester and all the faucets in the apartment are hot just when the water heater breaker is on. I can shower if I let the water heater build up and then shut the breaker off. Anybody know whether it is a bad breaker or water heater? The breaker is not tripping.

If you are living in an apartment the landlord needs to fix this. He has a short in the heater or it is wired incorrectly. Do not attempt to fix this and call immediately. This is very dangerous and you could get badly hurt. I would call right now and have them fix it immediately.
Having lived in many apartments, I learned most landlords just want to be told there is a problem and mine (especially my last one) was not happy if I tried to figure out what was going on BEFORE I told him. He just wanted told immediately. Best just to tell the person (or property manager ASAP). This sounds dangerous and scary so hopefully they will resolve it quickly. Post back with an update!
If you live in an apartment, notify the landlord or the super immediately. Electricity and water do not mix. Do not attempt to fix this yourself. Let them get a qualified electrician.
