Their father passed away. The kids are 11 and 8. Can they get SS if their father never worked in the US?

This is a question for social security. Make an appointment and bring proper documentation
Yes,Long as they are living here legally or abroad.Permanent legal residents with Visas to work in the U S. were allowed in the country under The Family Unity or Immediate provisions of United States Immigration Law.
There are way more variables in this situation than are listed so I would be leery of any answers other than those that come with all of the details directly from the Social Security Administration:
Here is their toll free telephone number: 1 (800) 772-1213
If you need help understanding what they are telling you, you can always find your local state Representative and have his/her office sit with you on the call.
Ours was found by putting our town name in and the phrase state Representative into Google. Our guy is on the bus line, his office had free notary services and they were very helpful for everything they have done for us.

This is a very difficult question to answer. Normally a person needs to work in the US and have money taken from their check each month and deposited into their SS account. I am not sure where your husband worked and how he supported your family. In order to find out if the children can receive the SS benefits, it is best to make an appointment with SS and find out.
