Some seeds such as nasturtium have a hard outer seed coating that can slow down germination. For these and similar seeds you can speed up sprouting by nicking the seed coat and filing lightly until you can see the lighter inner seed coat. Soak overnight and plant immediately.

You can file the flower seed a little bit to help germinate the seed if there is a thick coating like this, nasturtium. By filing down, it'll help the water absorb. I soaked the seeds 24 hours prior then planted in soil.
