We are training youths who are school dropouts but we are limited with the fabric. Can someone help with suggestions on how to find some free fabric to equip the youths with tailoring skills.

Advertise on facebook,Craig's list,Twitter,Insta-gram,Fabric stores,Gofundme.com!
Put want ads on Freecycle and Craigslist. Fabric stores may also donate to a good cause.
If you have some fabric stores in your area you can go and speak with them. There are times when a bolt of fabric is too small to sell off and they make small packages to sell as is. They might donate a few of these to help you out. Other than this you can try checking and posting on Freecycle to ask, ask people on Craigslist, and try checking on Facebook and asking there too.
Most companies have donation fatigue so you may want to partner with a church or other religious group or a business to help raise money and then work with companies to get materials at discounted prices. Sometimes companies will do this (the funding) if you use their name in advertising pieces about your venture or news stories they get the 'free' publicity and good karma for their donation.
The other thing is some companies will offer you matching funds...so if you set up a Go Fund Me they will offer to match your donations.
There are lots of grants out there so if you have someone in the group who is a good writer, you can apply for grants that can help you. Do you have 503 Business Model? If you don't you may want to talk to your Small Business Development office in your town (if you are in the US) and get yourself set up as a certified non profit organization and that opens you up to a huge variety of funding sources.

Now that we see you are located in Uganda, someone may be able to offer suggestions for help in your area.
I see that you have Freecycle so be sure to post an ad requesting free fabric.
You also have access to Craigslist, Facebook Groups and local churches.
All of this will have to be done by yourself or someone knowledgeable with posting this type of article.
Check for any missionary churches in your area as they may have access to groups in America and may be able to find some help through these channels.
