Put want ads in Craigslist and Freecycle. Go to fabric stores and tell them you would like donations for your worthy cause
You will probably have better luck if you write up a story about your project, including how many volunteers and where and who your quilts will be going to. Also state types of material you can use (cotton only?).
Place ads in wanted section of Craigslist, Freecycle, Nextdoor, and some newspapers allow free ads for charity.
You might try Google asking for free fabrics for charity kids quilts with your zip code and see what is available in your city.
