I'm an up and coming fashion designer and I'm looking for free fabric. My daughter was hit by a car in 2011; my life was so down. But then it's put me back into my fashion design pursuits. I'm ready to do what I like doing. I look at her and it gives me strength. She came so far. Right now we are on a fixed income and that's why I'm trying to see if I can get help. Any fabric will be fine.

Put want ads on Freecycle and Craigslist. Go to estate sales towards the end. Also, go to fabric stores, tell them your story and ask for donations.

Wow! You have a great story! Have you told it on a Go Fund Me or Kickstarter post where you tell your story and ask for help for money to get what you need--in this case, fabric for you to pursue Fashion Design as a business.
People are often very willing to help if they know you are in need.
Are you in a school for your trade? If so, they must have sources for discounted or free fabric. I would take advantage of those offerings.
If you are going it on your own, then I suggest, if you are in the US, to contact your Small Business Development Center and ask for their help.
They can help you set up as business and then you can be eligible for loans and depending on the type of business, grants. You may also be able to obtain materials at wholesale using your EIN or tax ID. This will open a whole world of opportunities for you.

You can go to a fabric store and tell them what happened. There are some who have small pieces of fabric that are at the ends of the rolls that they just throw away. They might give you some.
FreeCycle and Craigslist are also a good place to start and you can see if anyone out there has anything they can offer you.
You cal also contact the senior centers and they have sewing classes or craft classes. They might give you a few ideas of where you can find free fabric to help you wth your project.
