I live in Westchester County, NY. I always see the mobile truck for free/shots in NYC. Does Westchester offer anything like this to their residents? I have two Pit puppies that need their shots and sorry Petland is too costly to do on my fixed income.

How old are your puppies? What shots are you talking about? Have they been spayed/neutered? Have they had their Pavo vaccinations? Rabies shots? All of these can be costly and should be done as soon as your pups are old enough. If you are on any kind of public entitlement programs (food stamps) you may be able to get some of these shots/spay/neuter done free or at a low cost. Some of the clinics mentioned may give free rabies shots but that is only the beginning.
You may be able to get the information you need by calling the Westchester Department of Health.

My pups are 3months old(?) I rescued them so they could be 4months not sure. I got to definitely get rabies and wellness checkup.
Yeah - I been calling around and viewing website but they are charging fees. I found out that the ASPCA - does a low-cost clinic. I am just waiting on their response and returned call.
I am glad you may be able to protect your puppies. Just a beginning is good but 2 puppies can be expensive to take proper care of so try to save money on other things and spend it on this first year of their lives and you will not regret it.
Back in 2015, this clinic offered free shots for Westchester Residents. Perhaps you can give them a call and ask if they have this offer still. If not, will they have this offer upcoming anytime soon?

Do we really understand what you are asking? Most are assuming you mean rabies shots but your puppies need so much more so what are you asking about? Very few shots or procedures are actually "free" but can many times be obtained at very low prices.
Since you already have your puppies then you should make some calls and find out where to go to get everything (shots/vaccinations) they need as not doing so could mean the difference in how healthy your puppies stay or could even be the difference in life or death (especially Parvo).
