There is no program that is offered in your state to find free tires. There are many programs that will pick up your old tires for recycling from your home or you can drop them off. The only suggestions I have for you would be to post an ad on FB, Craigslist or around town asking if anyone can donate some tires to you and explain why you need them. There are a few apps that can be downloaded and installed on your phone that will help you find free items in your area.
Maybe you could do some type of barter system, and work out something where you can advertise a job you could do to get donated tires. Go to social media in your area. Very hard to get free tires, but you can try!
There is the Georgia Tire Company,Michelin,BF Goodrich,Uniroyal,Bri dgestone,Firestone.Advertise on Free cycle.Tell people that your looking for free tires.Those company's may have some old tires laying around.

Most states require dealers to charge a customer a 'state recycling fee' when replacing tires and then they are supposed to have records to prove the same number of 'old' tires are actually sent to a recycling company.

The only place that I can think of that may have cheaper tires would be a local junk yard. You might want to call a few of those and see what they have.
As to free? Probably not but place an ad on FreeCycle, Craigslist, Nextdoor, USA4Sale (your area) asking for free or cheap tires for your vehicle. all of these have sections for this.
If you are looking for free tires to replace your current tires that is very rare to come by. You can always post your story on NextDoor, Facebook to see if people can help chip in or if anyone happens to have your tires and are selling for cheap. Maybe a payment plan or barter system.
If you are looking for old free used tires for your garden or some sort of repurposing you can check with local junk yard, car tire places, small mom/pop tire, auto shops.
