You could start an go-fund me account.Where you tell what happened to him people donate money.Call local churches they may help.Try Salvation Army for furniture.
He should contact his local Family Services Office as soon as possible.
Google with his zip code as they will help him find what he needs.
They usually work quickly when children are involved.
If he contacts some of the local churches they may be able to help immediately but he will have to do this by phone.
I'm sure there will be people who can give him a phone. As I know, some charities provide temporary shelter for people who have been affected by fire or floods. Hotels often do this as a promotion. There are laws that protect people from natural disasters and they can get the first aid they need.
If he had insurance, it is the insurance company's responsibility to provide additional living expenses when losing the use of your property. All insurance policies have what is called "loss of use" or similarly "additional living expenses (ALE) which is 30% of the limit of liability or a set time limit. Also when there is a fire, the insurance 100% of the time will pay out, with that known you have a right to request an advance from the insurance company and they will deduct it from the claim settlement amount.
