I need to advice on where to get dinnerware and glassware sets. Preferably antique collectibles, but modern sets will be accepted too. The price has to be really cheap.

Go on Freecycle and you can get for free. You also can go to estate sales run by the family.
You can try your local Thrift Stores.
if you really want more a set than a random hodgepodge of stuff, and hopefully with some age/character, your best bet is to find an estate sale.
You can google for estate sale liquidators in your area - these are professionals who go in to liquidate the estates of the deceased - or sometimes certain hospices in your area have a thrift store associated with them. Estate sales are also listed in local alt-news weeklies, craigslist, or classified ads.
Goodwill is a great place to replace glasses, etc for cheap _ 50 cents or less - but it's pretty hard to find complete sets
yard sales of course are fun but a total crapshoot
