Every year our cat Marley seems to get itchy around his neck. He's an indoor cat, and is never allowed outside. I know we don't have fleas in our home. We would like to find a vet that would accept payments if possible.

Or, you could search Vets in your area on Yelp and call them to ask if any accept payments. Or, the vet you've been to in the past if they accept payments?
I think if you talk to the vet they would help you finance. You could also ask an animal shelter who they would recommend

you would have to evaluate whether their rates were better than a regular credit card. I know I had them for dental work and I also have credit cards so from what i imagine it's better rates
aside from that just asking local vets
Our dog has both food and seasonal allergies....so before you try a vet, you may want to consider what we do before we take him to the vet...which is to look at things like diet and environmental changes that kick off the episode.
For environmental I mean, like did you start opening the windows or turn on the air conditioner (or heater). Is your town having an air pollution alert, etc. Pets are people too...(at least to me) and they can suffer from the same things that make us suffer.
For Clarence's food allergies, we started by taking him off chicken based foods and luckily we got his food issue right on the first try...because almost immediately his symptoms resolved. He now eats a beef based food and is fine. Grains would have been next, had we had to go that route. I am not sure if cats are the same...but it can't hurt to try. (Yes, I know cats are finicky so hopefully you can find something he likes quickly!)
Clarence also reacts to pollen (sneezing and itching) so we keep in him and use pee pads on really bad days.
We love our vet, but the costs can get outrageous, so unless things are dire...we play detective to what is going on with him and the time of year, time of day etc. to start there.
