There is an old movie, I can't remember if I watched it in the late 80's or early 90's. But it started out I guess in some kind of asylum? Not really 100% sure what it was. But this couple were sneaking around the place, they freaked and left, and this either a man or deep voiced female went around killing. They always had these cheesy one liners saying "No" before everything. Their first kill was "No TV!" and slit the sleeping woman's throat.
It became a series of cat and mouse with this couple running all around. It finally ended with them sitting in an ambulance and asking the driver to go quickly, and the crazy person turned and said "No Problem!" leaving the couple to scream as the ambulance drove off with them screaming in the background.
Does anyone know what this movie is? I've always wanted to watch it again, I just never knew its name, and all my searches picked up nothing I remember.

Happy Hell Night (1992) starring Nick Gregory and Darren McGavin
Synopsis:
"25 years ago at Winfield College, psycho-priest Zachary Malius murdered seven frat boys and was put away in the local asylum. Now, however, the same fraternity stages a prank from which Malius is inadvertently set free and returns to the house to repeat his crime..."
The highlight of the movie is when the killer has killed someone he will immediately say "No" and then something pretty lame (e.g. "No TV", "No parking").
