Dips are inexpensive--like homemade hummus can be made for very little. Sour cream and onion dip is always a winner in my house and cream cheese mixed with chopped veggies is good too.
Where I am baby carrots can often be found at Aldi very cheap and can be used with all the dips. Their crackers are also awesome. We have done very inspensive parties with all Aldi products--nuts, crackers,cheeses, cookies, spreads, and soft drinks. Sometimes they have a $5 off $30 coupon and you can get even more for less!
If you don't have discount grocer nearby, look for what is in season around the time of the birthday...like if it is in March, corned beef are going to be dirt cheap the day after St Patrick's day....you can make those up for sandwiches.
Or if the birthday is after Easter, hams will be dirt cheap.
Usually around Memorial Day hot dogs and hamburger are very cheap...stock up and freeze them if the birthday is in June.
There are always coupons where I am for Ferrero Rocher candy in gold wrappers....if you can find coupons and a place that doubles them, you can make really cute edible displays with them. They are really yummy too.

You could do fruit kebabs, meat kebabs, pizza bits, mini subs, cup cake tower( gold icing).
Some of the top finger foods teens love these days are nachos, mini hamburgers, cheese truffles, ham and cheese swirls, smoking wings, part food skewers, BBQ ranch quesadilla wedges, Tortilla pinwheels, and pizza dip to name a few. You will never go wrong with any of these.

My suggestion for you is to check out the many different types of grazing table or grazing platter ideas you can find online. You can get lots of food ideas and table/platter theme suggestions.
so I think that Trader Joe's has a really great selection of really interesting finger foods (mini quiches, sweet things, savoury things, meat based things, etc) for a really good price. Probably not as good as making it yourself but if you have 10 or fewer guests you can probalby have a really cool array of stuff for less than $30
