Supplies:
scissors
2 colors of crepe paper of your choice (any paper)
cardboard
pattern (preferred size)
pencil for marking
double sided tape or white glue
stapler
Steps:
Draw the number on the cardboard using your pattern then cut it out.
Cut circles out of the crepe paper at about 2-3 inches in diameter.
Put 4-6 pieces of the circles together and staple.
Pull up the pieces and slightly crumple to make crepe flowers.

Fill cardboard with pieces of double sided tape or apply glue lightly on it.
Arrange your crepe flowers in alternate colors or of any design you like.
Fill the number with the flowers then it's ready to use.
