I wouldn't suggest table scraps in the first place for dogs, but if you must do so, the things you mentioned aren't going to kill your dog. I wouldn't feed that stuff to small breeds though.
I don't think human foods are good for dog's digestive system, and chocolate IS poison to dogs.
There is nothing wrong with human foods for dogs in moderation and the right foods. I'd rather know what my dog is eating, since I look at all the ingredients in dog food and it scares me. There are a number of dog foods that have been recalled in the past. My dog eats baked chicken, lean beef, carrots, green beans, apple...just a few.
And yes, my vet knows about it and has no problem with it as long as he's not overweight and seems healthy. Course there are a number of foods I don't give my dog; garlic, chocolate, grapes to name a few. I know what not to feed him. I don't like processed foods for myself nor my dog.
