There is a loose or cut wire in the foot pedal itself. You will have to unscrew the bottom off the pedal to get a better look at it.
Your foot pedal is damaged. You either have a broken wire in the cable or in the foot peddle. You can order a new food pedal online at Sewing Parts:
Also check the pins on the side of the sewing machine. At times when you attach the foot pedal a pin can get bent or pushed inside. Verify that the 3 pins are in good condition.
Do you happen to have someone with a sewing machine you could connect that pedal to in order to see if it's faulty?
Sometimes the pedal may just need a little oil but it still has to be taken apart and inspected. Be sure there is no electricity to the machine or foot pedal before attempting any repairs.
I have found that my local Janome stores/shops will help with something like this without a charge (they can check out the foot pedal on other machines) but I have also called one of the craft stores (Michael's, Jo Ann's, etc) for help as they usually have the cell numbers of teachers that might be able to help (since this is a part that can be taken to someone to test).
There is also a Janome community forum that will answer questions like this.
This link is to Janome support and also location of your nearest Janome dealer for support. There is also a link to your manual in case it has been misplaced.
