I've noticed a small green LED that's attached to a white and yellow cable next to our office fluorescent strip lights. Does anyone know what this is for?

This is a light emitting LED diode that is attached to the Fluorescent light strips. There are two leads that go to the semiconductor light source. So when the lights are on the p - n junction diode will emit light when it's activated.
It is basically telling you that the light is activated and working. I don't think the LED has any other purpose except to indicate that the light is working correctly and receiving the correct amount of electricity to the strip.
