I maintain electrical issues in schools and came across a GFCI circuit in several classrooms that protect all wall outlets. There is a counter outlet next the sink, this has a GFCI outlet installed on a circuit that is properly protected by a circuit breaker. Is there a conflict?

It is typical to install GFCI receptacles on standard breakers. This should be fine next to a sink.
The other receptacles that are protected by one GFCI circuit, need to be labelled as such.
A GFCI receptacle has terminal to feed standard receptacle and protect them. It also has terminals to feed non-GFCI protected power to othe receptacles - including GFCI receptacles. A GFCI receptacle should not use its protected terminals to feed another GFCI receptacle. (tripping a GFCI receptacle should not trip another GFCI receptacle)
